Walking tight rope without a net...

I recently came across this article published by the Interior Design Protection Council regarding the allowance of "decorators" to work in commercial spaces in Jacksonville, FL. without requiring a permit and it not being considered a "code" violation. I would consider this walking a tight-rope without a net...and it enrages me!
